Tankovna Pubs in Bohemia

So is it of your opinion that the diacetyl is tank P.U. is a flaw? It has the same "D" taste at 2 different tank pubs? Or I wonder if that is simply the way it is brewed at P.U., it is not a flaw and that is their recipe? But I have not heard anyone speak of this problem in the franken beers?
