Cost of brewing in kommunbrauerei

Yes, homebrewers. Basically, there are two possible situations as far I know in CZ: 
1 you brew under 200 L/year. Then you have to send the same paper as in D (to tax office).  You could not sell it, you do not pay anything. 
2 you brew above 200 L, so you have to fullfil all requirements that are for commercial brewery 

It might be that there is something between, but as far I know, nobody tried that as people in the tax office told that it is not possible.
