Cost of brewing in kommunbrauerei

Extract from Her Majesty's Revenue and Customs guidance on the bureaucracy surrounding homebrewing in the UK::
"You must be registered with HM Revenue & Customs before you start brewing beer.
You don’t need to register if you’re:
  • brewing for your own home consumption"
End of story! Do the amounts raised through taxing homebrewers in Germany and the Czech Republic even cover the direct, let alone indirect, cost of collection? If not, who benefits? And who benefits from the situation described by Mosquit, where compliance just generates problems? Or is there a social agenda at work here?
