"Why two prepositions are used to name the streets in question between Erlangen & Forchheim is a mystery--an den Kellern vs. auf den Kellern." It may depend one where the keller is, i.e. "auf dem Berg" -- but I'll let a native German speaker tell us. In Bamberg I've always heard "auf dem keller" but all of theirs are on hills...
