vgn tagestickets

So probably if there are the 5 of us the Bayern Ticket is still the best deal - probably there will be multiples of 5 in November for the Brau-Beviale :-). However: is the VGN Tagesticket valid all day or only after 9:00 (9am, that is, AKA off-peak)? (that might make a difference). Is it also valid on ICE, or is it restricted to RE/RegioBummel(RB) like Bayernticket?
