Proper Declination

Is it like declination of village/town/city place names as adjectives in German, where it's '-er' (with a few exceptions) regardless of dative, accusative, nominative, or genetive case? E.g. Utrechts bier / Amsterdams meisje / Goudas(?) kaas? (I see I was right to '?' Goudse kaas!)
