Yes. In theory, it is the same here. First 200 liters for free, then you have to pay taxes. Hovewer, due to the tax office and hygiene rules, for homebrewer is actually impossible to brew more than 200 litres, as then you have to pass many checks regarding the cleanness etc, for example
- you have to have 2 extra toilets in the rooms where you brew. If you brew in your house where you live and you have toilets there, you couldn't use them and you have build another one. 
- you need to have extra flow meters to prove that you brewed XX liters
- ... and even afterwards, you are not allowed to sell it. 

So in reality, nobody cares. Even if majority of homebrewers is willing to pay tax (as you mentioned, it is much less than malt/yeast/hops/time), nobody do it as it gets you into the troubles.
