Internet Bamberg?

Another thing is that the T-Mobile website shows a map of Bamberg indicating that there are Hotspots all over the city, but my phone is not detecting them.

That's odd. I was there in the beginning of Nov, and my phone was frequently getting push notifications for Hotspots. The only one I recall the location was outside of Schlenkerla
