A cellar bar near the beautiful square at Jiriho z Podebrad. They serve Kout and a few others:

I wouldn't bother with Lokal, personally. There are many better neighborhood tank PU places. One of my favourites is: http://restaurantolse.cz/cz/

The beer at Pivovar Hostivar is superb. It's pretty easy to get to, as well.
Pivovar Unetice is just a short bus ride to the northern suburbs of Prague.
