Swedish Systembolaget states that all top-fermented beers are ales. Period. Then they go on to list porters, stouts and wheat beers as special species, distinct from ales. 
Altbier and Kölsch get listed as "German ales".
Of course, porters and stouts can be top or bottom fermented these days, and we just got acquainted with Ms Gänstaller's bottom fermented Daniela's Wheat Lager.
As long as it tastes good...
