Do you expect the US to change its policy before October? I can only see things getting worse as we go into autumn (for foreign travel I mean, not lockdowns again I hope). 

Whilst keeping in mind it's nobody else's business how someone decides to interpret 'risk', I would say visit in summer if you can. It's not 2020, but it's also not 2019
