The problem is the language hasn't evolved to keep up with reality. Technically speaking one could call De Struise and similar folks "contract brewers" because they don't actually own a brewery. But I think there is a vast difference between somebody who calls (say) De Proef and orders 1000 cases of Belgian Golden Ale #3 with label #7 (which is what usually comes to mind with the term "contract brewer") and somebody who rents a brewery for the day (either "wet" or "dry" if those aviation terms apply) and supervises -- or actual runs -- the brew. Now if somebody falsely gives the impression that they own a brewery when they don't, that is another matter. A grey area is when some beers are brewed at a company owned brewery but others (even the bulk) are brewed under contract somewhere else.
