Well, I think that's a pretty good way to describe it: people from all over the NE essentially do sound "similar", just as people from all over the S do, and then people from the rest. It all comes down to how finely you want to distinguish. A Georgian sounds different to a South Carolinian, just as a New Yorker sounds different to a Bostonian, just as a Californian sounds different to a cheesehead. But the relative differences between the individuals within those pairs is much finer than the differences between the three pairs, for example.
