The channels like ARD, ZDF, BR, WDR...all the publicly-owned (to whatever extent that really means) channels. It's what we call it in the US. Here, of course, we have the monthly fees to pay to support them, I suppose they're supported through regular taxes too.

In the US, there's a taxpayer-supported national network called PBS, normally with state or regional affiliates. It's a much, much smaller undertaking than the öffentlich-rechtliches Fernsehen in this country. (But it's where I got to see Monty Python and Fawlty Towers in the 70's!)
