Well, ein Stift is normally something you write with, like ein Bleistift. Eine Stiftung is an institution. But I see that Stift also does mean "abbey", but that is way down the list.

It's clear to me that the article means there were monastic brewers, and there were brewers granted a licence by the local count/baron/whatever. You couldn't just simply brew beer and sell it, you had to be allowed to do it.
