I learnt that from people who should know, or at least know more than I do. A quick googling reveals ...wait for this now... it apparently began in your beloved Oberpfalz! Actually, that just says that the city of Nabburg decreed that its brewers should only brew "bottom-fermenting" beer in 1487. 

Other bits of that explain that ice was harvested and used to keep lagering caves cold outside of winter, and that Bayern and Württemberg were the only regions doing cold-fermenting in the 16th century.
