OT: Any beer recommendations for Budapest and/or Tokyo?

There is the odd bar in Budapest that sells "craft" beer, and some Czech places. I expect the details will be on RB or BA. But mostly it is Dreher euro-pils.
Look out for the kert pubs (ruin pubs) in the Jewish quarter. Szimpla have their own in-house brew.

They do have some beer festivals in the summer, though. Last June I went to a Czech beer fest, and also stumbled on a local neighbourhood fest with many stalls selling beer from small Hungarian breweries.

Not a top notch destination for the beer tourist, but some of the buildings are beautiful. And you will not spend much money.
