If you mean there wasn't diacetyl before a year (or so), I will have to disagree. It has always been there, since I've drunk the beer. It is a feature of "Bohemian Pilsner" as known to US beer experts.

If there is more now than there used to be years ago...I'm not sure about that. Seems the same to me.
