I think it's like most things and geared to property prices. The cost of buying a pub property in Surrey is much more than in Doncaster, so pub owners need to charge more to get a decent return on their investment. In the days when you could buy 5 pints for an hour's wages, most of the pubs had been owned by brewery's for decades, so pricing was more of a marginal costing exercise.  As we have seen from Camera's various campaigns to save pubs, many are more valuable when converted to houses, flats or offices.  I don't know the answer to this but suspect that's the reason for higher prices.
I seem to recall that this was all predicted when legislation essentially forced the breweries out of the pub market (the end of the tied house system).  It all seemed good at the time but maybe it wasn't.
Don't worry about being political: in the end, all life is political and pubs and pints are no exception being part of the global market place. Literally, you pays your money and takes you choice.
