What you say is true regarding the sightseers even at 10-11am.  Although it is quiet and generally peaceful there in the Schwemme at that time.  At least I have found it to be so.  You do have tour groups and individual tourists going by outside, stopping to take photos, and some even coming into the schwemme to take photos.  I've not found this overly annoying myself but to each their own.  

I actually find some amusement in a tour group going by at say 10:30-11am and some of the men looking in jealously at me enjoying a seidla at the table knowing that their wives and/or the tour group that they're in would never allow such a foolish pleasure as a morning seidla of Rauchbier.  To them I make sure to raise my glass and rub it in as deeply as I can.
