If it's WiFi on trains you are after, I suggest a visit to Sweden. About 100 SJ trains, all X2000, SJ3000 and regional double-decker trains offer unlimited free 4G LTE internet access in 1st and 2nd class. When you have used 200 MB of data, your speed is throttled, but by then most users will already have arrived at their destination.
I seem to remember reading in early February that German authorities were demanding that DB up their implementation speed for free WiFi on the ICE trains. So far it seems WiFi is only available in first class on some ICE trains and DB lounges.
