Ahem. Nitpicking time: it refers to the original gravity in Plato/%Stammwürze, not the ABV. But yes.

A Kellerbier is very likely nearly always a Vollbier, being 11 - 15.99999999% StW. A Vollbier can be a Kellerbier if it's unfiltered and, yes, theoretically at least, lagered and served at a Bierkeller.
